The conference is being held February 6-11, 2015, at the Long Beach Convention Center and Entertainment Center in Long Beach, California.

The use of contraband cellular phones within the correctional institutions is a growing epidemic from coast to coast. These devices provide unmonitored communications allowing inmates to contact victims, make threats, call out hits, plan escapes and continue illegal operations.
