Isolated Operation for Public Safety

Tecore’s Isolated Operation for Public Safety (IOPS) Network in a Box ®(NIB) – known as IOPS NIB – is the industry’s first all-in-one, transportable and ready-in-minutes network solution capable of supporting an LTE Core Network IMS-Core, in addition to an EnodeB and 2×20 watt integrated Remote Radio Head (RRH). By delivering multiple access technologies and streamlining the network through an IP-based architecture, it provides responders with the most compact, adaptable, and cost-effective platform for rapid deployment. The Evolved UMTS Radio Access Note (e-UTRAN) delivers the 3GPP-compliant access portion of the network. The robust capability set, compact form factor, and cost-effectiveness of the IOPS NIB enables a broad range of deployment scenarios for emergency management, armed forces or peacekeeping missions, and mobile communications networks in transit.

Emergency Services

The FirstNet initiative is providing LTE communications in Band 14 throughout the United States for a dedicated Public Safety network. FirstNet provides optimized performance, enhanced situational awareness and the opportunity for unprecedented levels of cross-agency coordination – especially when compared to current public safety radio communications. While this prioritization of communications is a much-needed step forward in the public safety community, the network itself is subject to the same unpredictable environmental and rapid industry changes as the commercial networks.

The reality is that permanent FirstNet infrastructure will NOT be immune to impact from natural disasters and other significant events that disrupt the commercial wireless networks deployed on the very same towers. To ensure continuity of vital services for first responders and emergency support personal, a recovery mechanism during these interruptions which enables portable and rapidly deployable LTE communications – is needed.  Tecore’s IOPS-capable Network in a Box® (NIB) platforms can be deployed in a matter of moments, supporting stand-alone operations as well as integrated connectivity as part of the larger FirstNet infrastructure. Isolated Operations for Public Safety (IOPS) capabilities have been defined by the larger wireless community to address the operational requirements of tactical LTE systems for public safety.  As a compliant system, the IOPS NIB allows for the rapid deployment of FirstNet LTE services to an impacted area.  Additionally, as the situation on the ground morphs, the IOPS NIB can adjust its operational capabilities to integrate with FirstNet macro network infrastructure as it is brought back on-line.  The deployment of IOPS NIBS can be scaled to fill coverage gaps – ranging from support of a local team to handling hundreds of users – with the same 3GPP standards-based LTE systems as larger metropolitan areas.

Though much progress has been made to date, the nationwide network rollout of FirstNet will take time and will need to incorporate interoperability with current critical communications systems (such as trunked radio and other push-to-talk systems) used by first responders.  These existing systems are embedded into proven, effective processes and procedures. Tecore’s IOPS NIB solutions augment current trunked radio systems by providing high-speed broadband access to complement the existing mission-critical communications systems. The robust capability set, compact form factor and flexible deployment capabilities of the IOPS NIB platform – serve as an extended capability that takes the dedicated network to the edge.

In matters of public safety – specifically in correctional facilities – cellular communications must be limited to authorized users. Today, the contraband cellphone problem has reached a crisis level for the Corrections industry. Inmates are using the convenience and privacy of cellphones illegally, leading to unmonitored communications and an increased security risk to corrections officers and the general public.

To effectively manage communications within a facility, a delicate balance must be struck between controlled coverage and preventing interference with local commercial networks. Using manual search and seizure, IMEI catching, beacon-based technology and jamming solutions which address only the symptoms of illegal communications – officers were forced to accept that they could not legally address the root cause of the problem.

Founded on a cellular-based solution, Tecore’s Intelligent Network Access Controller (iNACTM) Managed Access System (MAS) achieves the appropriate balance between communications control within the walls of an institution and a harmonized deployment with the surrounding commercial wireless networks. Once installed and operational, the devices within the target area will home to the iNAC signal. Based on the policies in place, there are two paths for the devices – approval or denial.
